About e-Government

The government of Saudi Arabia places great importance on the concept of eGovernment and the transformative process that its implementation entails. The Saudi Government firmly believes in the enormous benefits the eGovernment project will have on the national economy.
Accordingly, High Order No. 7/B/33181, dated 10/7/1424 (7/9/2003), included a directive to the Ministry of Communications and Information Technology to formulate a plan for offering government services and transactions electronically.
Transformation to an information society can achieve with comprehensive collaboration and concerted effort. As part of that effort, the Ministry of Communications and Information Technology (MCIT), in conjunction with the Ministry of Finance and the Communication and Information Technology Commission (CITC), established YESSER, the Saudi eGovernment Program, in 2005.

Supervision over the e-Government Program (Yesser) has been transferred to the National Committee for Digital Transformation that was constituted pursuant to the High Order No. (1/43801560) dated 1/11/1438H, followed by the High Order No. (28696) dated 14/6/1439H and the High order No. (59028) dated 18/11/1439H.

A committee chaired by the Minister of Communications and Information Technology was established. The Minister of Health is the vice president and member of this committee. It included the following as members: the Minister of Commerce and Investment, the Minister of Energy, Industry and Mineral Resources, the Minister of Education, the Minister of Finance, the Minister of Economy and Planning, the General Supervisor of the Center for Studies and Media Affairs at the Saudi Royal Court, the Vice Minister of Interior, the Governor of National Cybersecurity Authority, the Director General of National Information Center (NIC).The CEO of the Digital Transformation Unit will serve as member and secretary of the committee.

The committee is responsible for policy-making, creating strategies related to digital transformation in all the public sectors, program planning and ensuring coordination between related initiatives.

He obtained the BSCs degree in Computer, King Fahd University of Petroleum and Minerals (KFUPM). He also obtained a wide range of professional certificates specialized in projects management, business development, interconnected networks, in addition other specialized certificates related to communications and information technology while he is a member in a lot of relevant organizations. He has participated in various workshops and specialized courses relating to business administration such as entrepreneurship program in London and Communications through different cultures & change management which is one of Stephen Covey's programs.
