The Human Resources Development Fund launched the goal of the fifth channel initiative, ‘Taqat Express’, from the employment channels with the participation of private employment companies and offices aimed at encouraging joint interaction between participating companies and offices under one roof, to provide a health atmosphere supporting productive partnerships.

The launch of the initiative is developed within the framework of the fund’s dedication to establish strategic partnerships with multiple associations in both public and private sectors in Saudi Arabia intended to support and develop the national workforce and employ them in the private sector, as well as trying to ensure that it is one of the effective mechanisms of contribution to providing scientifically and trained qualified Saudis, in order to play its expected role in the private sector and reflect positively on the national economy.

Saudi Arabia takes a free market approach to its trading policy that places no restrictions on individual initiative or the role of the private sector in business and development. Saudi trade policy provides for trade liberation, boosting the role of the private sector, diversification of the economic base, the realization of economic stability, the avoidance of sharp fluctuations, the transfer of technology, the expansion of Economic Offset Programs and ensures economic integration between GCC countries, thus developing and maximizing the country’s commercial relationships. The national economic policy provides for the diversification of the economic base by decreasing dependence on crude oil export.

In November 2021, the National Committee for Free and Open Source Government Software launched the Free and Open Source Government Software Strategy, and launched the e-platform for depositing government and open source software.

The "Free and Open Source Government Software" strategy is based on enhancing leadership in future technologies, transforming the IT spending landscape, and building a "blue ocean" system for modern technologies.

It aims to stimulate the creation of companies that can build sustainable value for Saudi Arabia, contribute to the digital economy, encourage the development of software products, and build sustainable and high-value technology platforms.

It also aims to be independent of commercial software suppliers and achieve technical sovereignty, adopt the latest artificial intelligence innovations and other modern technologies at an effective cost, develop Saudi talents and developers, and transform Saudi Arabia’s government towards creating an effective digital landscape and technical infrastructure.

The project provides for resource planning , and the Ministry of Water & Electricity chose Oracle’s e-Business Suite to do the job.  Four major financial and administrative applications were selected to serve as the cornerstone for future systems. The aim is to ensure quality in performance.

This includes the governmental integration channel, Takamul, which is one of the main pillars of the national infrastructure projects, implemented and managed by the Digital Government Authority. The channel enters its production phase as an entity that includes intermediary systems that contain an integrated structure of hardware and software, aimed at activating the exchange of joint government data between authorized entities to use the data to provide government services electronically in an accurate, efficient and effective manner, working to implement continued integration and understanding what that entails in terms of building, maintaining, and managing the channel and government agencies operative engagement with it.

There are two ways to connect to the channel, one of which includes connecting between the entity and the channel as a provider of services and data, which is provided through the channel for the benefit of other parties. All parties can also link to the channel as a beneficiary of what is provided through the channel in terms of services and data.

Official statistics confirm that air conditioners of different types consume more than half of the electrical energy produced in Saudi Arabia. Additionally, the penetration of high-efficiency air conditioners is low compared to other types, especially for those that are manufactured locally.
Thus various government agencies joined forces to rationalize the energy consumed by air conditioners through applying international standards to all domestic and imported air conditioners to increase their efficiency. These efforts culminated in adopting the National Initiative for High-Efficiency Air Conditioners, which aims to stimulate the local production of these devices and motivate citizens to purchase high efficiency ACs. One of the programs to achieve the vision of Saudi Arabia 2030, which represents a national strategy aimed at enhancing the competitiveness of national human capabilities locally and globally, so that the citizen is ready for the current and future labor market with capabilities and ambitions that compete with the world, through: enhancing values, developing basic skills and future skills, and developing knowledge.

The program was developed to meet the needs and aspirations of all segments of society, through the development of the human capacity development journey, starting from the childhood stage, passing through universities, colleges, technical and vocational institutes, and reaching the labor market, with the aim of preparing an ambitious citizen who possesses skills and knowledge, and keeps pace with the renewed changes of the labor market, which contributes to building a solid economy based on skills and knowledge, and based on human capital.

The program plan includes 89 initiatives with the aim of achieving 16 strategic goals of Saudi Arabia’s Vision 2030. The program’s strategy has three main pillars: developing a solid and flexible educational foundation for all, preparing for the future labor market locally and globally, and providing lifelong learning opportunities.

The program strategy reflects the keenness of the government of the Custodian of the Two Holy Mosques, may God protect him, to prepare the citizen through several strategic axes, the most important of which are: developing a passion for knowledge and pride in values, success in work, leadership and competition locally and globally, and continuous development of skills and capacity development.

The Council of Ministers, in its session on August 27, 2019 | 26/12/1440 AH approved the strategy for the communications and information technology sector.

The strategy extends to five years, and it aims to develop Saudi Arabia's digital capabilities in the field of communications and information technology, and optimally invest them in the growth of its future projects, in order to achieve Saudi Arabia's Vision 2030, serve individuals and societies, keep pace with national requirements and global developments, in addition to attracting more technical investments from abroad, which draws a roadmap for Saudi Arabia's future in innovation and the digital economy.

The strategy will contribute to improving and developing various development activities, and raising the efficiency and performance of the public and private sectors by enabling digital transformation, making Saudi Arabia one of the world's leading countries in the field of communications and information technology.

The strategy includes three axes: creating a digital infrastructure to support mega projects, accelerating digital transformation in sectors, developing capabilities and energies in the ICT sector by increasing Saudization and raising women’s participation, in addition to stimulating innovation and investment in the technology sector and maximizing local content.

The Industrial Clusters Program is one of the government initiatives that was established to stimulate the establishment and development of five industries in Saudi Arabia and their development:

  • Manufacture of cars and their parts.
  • Metals and steel industry.
  • Solar energy industry.
  • Plastic and packaging materials industry.
  • Home appliances industry.

The program is supervised by the Ministry of Trade and Industry, and the Ministry of Petroleum and Mineral Resources. The initiative aims to work to diversify sources of income, and to contribute to creating distinct job opportunities for male and female citizens, in addition to working with the authorities related to the local industry to achieve Saudi Arabia's Vision of increasing the industry's contribution to the GDP by 20%, by the end of 2020 AD.

The General Investment Authority has been supervising the construction of Jazan Economic City, in a strategic location on the Red Sea, 60 km north of the city of Jazan. The city is expected to attract over one hundred million Saudi Riyals of private investment from assorted sectors and will contribute to the provision of 500,000 jobs, directly and indirectly. The city is focused on heavy, energy-intensive industries and will also welcome assorted secondary industries, especially in the agricultural and fishing fields. The city plans to become a regional center for the export of iron ore and pellets to the Middle East.

It consists of a number of integrated elements including a port, an industrial estate, logistical services, a power station, a water desalination and refrigeration plant, residential areas, an island business center, a Center of Civilization, a Corniche and a seafront maritime district.

Jazan Economic City

The National Committee for Digital Transformation has adopted the “cloud first” policy, which aims to accelerate the adoption and adoption of cloud computing services by motivating government entities covered by the scope of the policy to consider cloud computing options first when making new investment decisions related to information technology.

The policy details what is related to it and the government agencies it covers, in addition to accelerating its adoption and considering cloud computing options when making new investment decisions related to information technology. The policy also encouraged the private sector to follow similar policies by applying the “cloud first policy” internally in their facilities.

This accreditation from the committee comes after it was prepared by the Ministry of Communications and Information Technology in an effort to issue policies and regulations that would accelerate the pace of digital transformation in Saudi Arabia, improve the efficiency of government spending in information technology, and attract more investments in this sector, and in line with the Ministry's directions towards better implementation. Global practices in this field, and because cloud computing platforms are one of the main enablers of digital transformation in the developed country.

This policy was also prepared in line with the main pillars of Saudi Arabia’s ambitious 2030 vision, and based on the objectives of the ICT strategy 2023, in order to achieve the strategic objectives of the cloud computing sector in Saudi Arabia of accelerating the digital transformation, improving the efficiency of spending on information technology, enhancing data security and protection, and developing The information technology system and the increase in the private sector’s contribution to it, as the size of the cloud computing market is expected to double by 300% during the next five years. The King Abdulaziz New International Airport is envisaged as boosting the economy of Jeddah and of Saudi Arabia in general, turning the city into a global hub. The three-phase project, with an annual capacity of 70-80 million passengers per year using over three runways, will be completed in 2035. Main facilities include 670m2 of passenger terminals, 46 boarding gates, connected to 94 boarding tracks, world-class departure terminals designed, a hotel and shopping centers. 
Passengers are transported automatically from check-in to the departures lounges. The modern transportation systems include a railway network for passengers and a sophisticated baggage handling system with more than 60 km of belts. The airport features the most up-to-date air traffic control system housed in its uniquely-designed 136m tall control tower, the tallest in the world. A network of broad roads and tunnels links the airport to its surroundings area. Support facilities, a fueling station and a central nursery and landscaping service are also part of the plan.


King Abdulaziz New International Airport

On 02 Jumada, 1433 H, the cabinet approved the implementation of a multi-phase Public Transportation System (Metro/bus) for Riyadh. A higher committee has been established to oversee its implementation. The government of the Custodian of The Two Holy Mosques awarded $22.5 billion worth of contracts to three consortiums, led by major world manufacturers and vendors of metro systems, to design and implement the first metro system in the Riyadh metropolis. The giant, five-year project will signal the most profound shift in domestic transportation in the history of the country.

The project’s purpose is to reduce traffic and boost economic activity in the Riyadh metropolis. The system will enter service by 2018 and consists of 87 stations on six lines, with a total length of 176 km. Driverless, remotely controlled trains will be used. It will be the world’s largest public transportation system developed to date and is designed to carry 1.16 million passengers per day at the start of operation. Capacity will be increased to 3.6 million passengers per day within a decade.
On July 28th, 2013 G |20/9/1434 AH the first steps were taken. HRH Prince Khaled bin Bandar bin Abdulaziz, Chairman of the Supreme Committee for the Development of Riyadh, who is also chairman of the project’s steering committee, sponsored the inauguration celebration, which was attended by a large local and international audience.

King Abdul Aziz Public Transportation System

The Custodian of the Two Holy Mosques, HRH King Abdullah bin Abdulaziz has issued royal decree no. 35/A, dated 3/5/1431H | 17/4/2010G, which calls for establishing the King Abdullah City for Atomic and Renewable Energy for purely peaceful purposes.

Headquartered in Riyadh, the City is a specialized scientific conglomeration administratively linked to the Premier. Its goal is to contribute towards Saudi Arabia's sustained development by exploiting atomic and renewable energy science, research and industries for peaceful purposes. It is hoped this will improve the welfare of Saudi society and life in general. The city will support research and scientific development, in addition to introducing new technology to the country.

Within its general activities, the city will coordinate with other research centers in Saudi Arabia and hold conferences. It will also attempt to set priorities and national policies in the fields of atomic and renewable energy, to better build solid capabilities for the Saudi scientific and technological base that will contribute to the provision of power and desalinated water, as well as work on technologies of interest to medical, industrial, agricultural and mineral fields. Working in collaboration with other government sectors and agencies, the city will focus on developing the relevant national competencies and skills.

The Saudi Digital Library is a pioneering project from the National E-education and Distant Learning Center. It provides for  the enhancement of the education process in Saudi Arabia through support of education and learning facilities in general, and e-education in particular, by ensuring that researcher’s requirements can be met.

Moreover, the Library augments skills and contributes to the building of a knowledge community, by saving time and effort with respect to education, learning and research. It serves e-education by supporting e-courses through digital textbooks that are valuable to both students and teachers.

The largest construction project in Saudi Arabia, the King Abdullah Economic City has adopted a modern architectural style to emerge as one of the most important economic cities in the world. The City will be home to nearly two million people, and will take about 20 years to complete. Construction began in 2006 and is expected to end in 2025.

The first stage extends over a period of 5 years from 2006 until 2011. Ultimately, the KAEC will include a seaport, an industrial zone, a central business district, a resorts and facilities area, residential neighborhoods, and scientific and research institutions.
