National Plans and Initiatives

The National Geological Database is one of the initiatives of the Saudi Geological Survey. It contains regional geological information and detailed data on geological maps at various scales, in addition to information from regional geophysical surveys and detailed geophysical surveys of mineral deposits in Saudi Arabia.

The national geological database also includes the information of regional and detailed geochemical surveys of surface samples, drilling samples and wells. It also contains detailed geological and technical data for mineral exploration wells, in addition to technical reports of geological surveys and exploration projects for multiple decades in Saudi Arabia. Launched in October 2021, the National Investment Strategy is considered one of the main enablers to achieve the objectives of Saudi Arabia's Vision 2030.

The strategy sets the general framework and the main factor to enhance the future of investment in Saudi Arabia, including developing investment opportunities, improving the business environment, and enhancing Saudi Arabia's competitive position on the global investment map.

The strategy will contribute to the growth of the national economy and diversify its sources, which will achieve many of the goals of the Kingdom's Vision 2030, including:

  • Increasing the private sector’s contribution to the GDP to 65%
  • Enhancing foreign direct investment to reach 5.7% of GDP
  • Increasing the percentage of non-oil exports from 16% to 50% of the non-oil GDP
  • Reducing the unemployment rate to 7%
  • Advance Saudi Arabia to one of the top ten positions in the Global Competitiveness Index by 2030.

The strategy represents a common link for a number of new initiatives with some of the current initiatives, such as: a partner program and a program to attract regional headquarters, within a comprehensive and integrated plan between the investment system and all relevant government agencies, with the aim of developing qualitative investment opportunities, maximizing benefit from them and raising Saudi Arabia’s competitiveness regionally and globally. In accordance with the royal decree issued on 25/01/1428H (13/2/2007) which assigned the responsibility for regulating medical devices, in vitro diagnostic devices, prescription eyeglasses, contact lenses and their solutions to the Saudi Food and Drug Authority (SFDA). And the council of ministers decree No. 181 on 03/06/1428H (18/6/2007) which gives the SFDA full authority to issue guidance that include rules and procedures of registering medical devices establishments and their products.

In fulfillment of article three of the decree, which appointed the SFDA to build a database for all establishments working in the field of medical devices and their products. The SFDA is pleased to launch the Medical Devices National Registry (MDNR) to list all Medical Devices Establishments, manufacturers, agents and suppliers dealing with medical devices, in vitro diagnostics, prescription eyeglasses, contact lenses and their solutions and the products they deal with along with their country of origin and any premarket approval they have from other international regulatory authority.

Pursuant to the powers granted to the Communications and Information Technology Commission under the Telecom Act and its Bylaws, the Commission prepared the National Numbering Plan to meet the needs of future growth, provide the flexibility required to accommodate the capabilities and usage of different new telecom technologies and services, ensure the availability of numbers, and maintain consistency with ITU-T Recommendations.
The National Numbering Plan sets out the principles, rules and guidelines for the management of numbering resources for all types of telecom services in Saudi Arabia. The most important of these principles are to meet the requirements of telecom services provision by the licensed service providers and the application of the transparency and equity principles adopted by the commission in all its work.
The plan also describes the regulatory and technical principles related to number structure, allocation rules, and other relevant numbering matters related to communication services, such as Public Switched Telephone Network (PSTN) and Public Mobile Networks. As numbers are a limited national resource, they must be used efficiently and managed in such a way as to ensure their availability to meet current and future demand. For more information

The royal decree no. (8 / m) of 19/04/1406 directed King Abdul-Aziz City for Science and Technology in its first tasks of its basic system to do “proposing national policy for the development of science and technology, and to develop the strategy and plan for their implementation." This also creates a national trend in the fifth development plans of the (1410-1415 AH), and sixth (1415-1420 AH), which called for the acceleration of the preparation of a comprehensive national plan, and far-reaching for Science and Technology in Saudi Arabia. It was launched by the Ministry of Environment, Water and Agriculture, and is concerned with preserving water as a non-renewable national wealth. It is one of the programs of the national transformation initiatives concerned with implementing the water sector in accordance with the objectives of Saudi Arabia's Vision 2030.

The launch of the Qatrah program comes in light of Saudi Arabia's ranking in the world in terms of per capita water consumption, which is not in line with its water conditions.

The program aims to reduce the average per capita consumption of water in Saudi Arabia to 150 liters in 2030; Through a package of awareness and guidance programs, and solutions to rationalize consumption, implemented in cooperation with the relevant authorities to provide rationalization tools.

The program will contribute to reducing the non-optimal use of water, raising awareness of the importance of rationalizing it, and the need to change the behavior of its use. Consuming and maintaining it.

The Public Health Authority "Weqaya", in cooperation with the National Center for Public Opinion Polls "Ray", launched the National Program for Assessment and Control of Behavioral Risk Factors BRFSS in December 2021.

The program aims to assess risky behaviors related to health and chronic diseases, while its results will be used to develop programs and policies that contribute to controlling and reducing disease rates, building health promotion activities, and improving quality of life, according to best evidence-based scientific practices.

The program targets adult citizens, and the data collection mechanism will be through a telephone questionnaire that takes about 15-20 minutes to complete. The program includes the following topics: health status, health-related lifestyle, access to health care, exercise, sleep adequacy, and health conditions. Chronic, oral health, tobacco use, e-cigarettes, immunization, falls, breast and cervical cancer screening, prostate cancer screening, colorectal cancer screening and more.

This national project is led by the most experienced agencies skilled in discovering and nurturing talent and uses a sophisticated scientific approach based on the best educational practices in ensuring the selection of the most deserving candidates.

A massive database of all talented individuals, male and female, of all ages and in all parts of Saudi Arabia, will be established.

A major step forward was the adoption of a widely anticipated National Strategy for Data and AI (NSDAI). This strategy reiterates Saudi's commitment to leverage responsible AI in achieving its national digital transformation objectives, solidifying its data and AI hub role, and boosting the ICT sector's contribution to Saudi Arabia's Gross Domestic Product (GDP).

The NSDAI strategy, well praised by experts, referred to as ASPIRE includes six main pillars:

  • Ambition – to be amongst the top 15 countries in the development and application of AI by 2030
  • Skills – to train and host more than 20,000 data and AI specialists and experts by 2030.
  • Partnerships – with leading AI nations, international organizations, and private sector institutions.
  • Investments – of over USD 20 billion in Data and AI
  • Regulation – to foster a business-friendly regulatory environment based on international best practices.
  • Ecosystem – of more than 300 active data and AI start-ups hosted in Saudi Arabia by 2030 and world-class regulatory sandboxes for developing and deploying AI-powered technology.

The Ministry of Human Resources and Social Development has prepared (the employment strategy) in order to be as a referential domain to tackle the workforce issues and employment in K.S.A. based on integrated methodological scientific principles, a clear vision to achieve the desired objectives during a time range covering 25 years distributed on three phases: Short range, medium range and the long range.

The strategy relies on a vision represented in (providing enough job opportunities number wise , wage relevance which lead to the employment of the whole Saudi human resources and realization of competitive advantage for the national economy.

The national strategy for industry aims to raise the industrial sector’s contribution to the GDP to a minimum of 20% by the end of 1441 AH, which will represent a threefold doubling of the industrial base in Saudi Arabia, as well as activating the role of the industrial sector in order to achieve the distinguished future position of the industry in Saudi Arabia, and place it on the global industrial map So that Saudi industries are globally competitive, based on creativity and innovation, transforming national resources into sustainable wealth, and creating promising job opportunities.

This is achieved by investing all available national resources and opportunities to stimulate industrial growth that transforms the structure of the national industry into a global technical infrastructure by establishing distinct industrial complexes throughout Saudi Arabia that provide job opportunities in line with the national framework, and establishing strong and effective national and global partnerships.

Ithe National Strategy for Transport and Logistics was launched on Dhu al-Qi’dah 19 1442 AH corresponding to June 29, 2021 AD, and aims to consolidate the position of Saudi Arabia of Saudi Arabia as a global logistics center linking the three continents, improve services and all means of transportation, and enhance integration in the logistics system and modern modes of transport. The strategy includes a package of major projects that enable the achievement of economic and social goals, and the adoption of effective governance models to enhance institutional work in the transport system, in line with the change of the Ministry’s name from “Ministry of Transport” to “Ministry of Transport and Logistics Services.”

The strategy focuses on developing infrastructure, launching several platforms and logistic areas in Saudi Arabia, implementing advanced operating systems, and strengthening effective partnerships between the government system and the private sector.

The strategy aims to advance Saudi Arabia to become the fifth globally in air transit traffic, increase destinations for more than 250 international destinations, in addition to launching a new national carrier, enabling other sectors such as Hajj, Umrah and tourism to achieve their national goals. The National Strategy for Youth represents a common vision approved by all partners concerned with developing youth in Saudi Arabia. It provides a context for supporting youth priorities during a specified period. Additionally, it represents a general framework for the development of youth that specifies the national objectives, priorities and policies to help the young play a primary role in shaping their own present and future.

The National Technology Development Plan (NTDP) is a national program that contributes to developing the technology ecosystem in Saudi Arabia and increasing its effectiveness by driving sustainable growth using different interventions and support mechanisms complementing efforts made by others stakeholders. The program also plays an essential role in enhancing all enablers that influence the technology market growth, aiming to make Saudi Arabia an attractive regional center for innovation and investment in the sector.

The vision of the program is to place Saudi Arabia in global leadership positions in technology and the digital economy, while its mission is to promote technology development in Saudi Arabia by encouraging investment and strategic partnerships in the private sector, as well as by building up competencies, assisting in the development of strong technology companies, championing research and innovation and supporting technology adoption in all areas of the private sector. It was approved by the Council of Ministers in Muharram 1441 AH and it seeks to achieve the goals and ambitions related to sustainable tourism development, within the framework stipulated by "Vision 2030".

The roles of the Ministry of Tourism, the Tourism Development Fund, and the Saudi Tourism Authority are integrated to implement the national tourism strategy and achieve the sector's ambitions and goals.

The National Tourism Strategy aims to provide an integrated system of services and offers for tourists, in addition to providing an attractive investment environment for existing and new investors, which would raise the number of jobs in the tourism sector to 1.6 million jobs, and increase the GDP to 10% by 2030. 

In order to build necessary capacities and resources to meet the ambitious objectives of (Saudi Arabia 2030 Vision), the National Transition Program has been launched in 24 government agencies of the economic and development sectors during the first year of the program.
The program is designed to develop the government work and establish necessary infrastructure to implement the 2030 Vision and accommodate all its aspirations and requirements.
The program contains strategic goals associated with periodical objectives up to 2020. An initial stage of initiatives will be launched starting from 2016 in order to achieve those goals and objectives. Subsequent phases will follow that involve other agencies on an annual basis.
The program used innovative methods to identify challenges, avail opportunities, adopt effective planning tools, activate participation of the private sector, implementation, performance evaluation and establishing of periodical objectives for some of the Strategic Objectives of the Vision to ensure a robust base for sustainable government work based on innovative planning, implementation and tracking at the national level.
