National Plans and Initiatives
Tadawulaty is a new set of integrated services launched by the Saudi Capital Market (Trading) in collaboration with licensed parties (mediation companies). The service offers a package of new financial services, designed to meet the needs of investors and joint stock companies. The package offers added value to all parties in the investment process and the capital market as a whole by:
- Making investors aware of their investment rights and by enhancing trust and transparency with respect to assets.
- Activating the investors’ role by allowing them to vote in assemblies, review profit entitlements and by providing them with reminders and regular updates about important events and other matters.
- Contributing to bridging the gap between registered companies and their respective stakeholders by developing a mechanism of communication.
- Providing a wide range of secure and easy reports through the main source of securities information, the Securities Deposit Center.
- Providing continuous verification and an updated mechanism for saving data at the time of trading.
Combined, these provisions will eventually contribute to the enhancement of Saudi Capital Market efficiency in general, by encouraging and cementing transparency in the market and ensuring greater awareness amongst investors.
This project supports small and medium size projects targeting talented and innovative individuals across the country. It boosts
cultural dynamics in the areas of talent and innovation. All regions will receive support that takes into consideration their prevailing
Parties targeted include schools and educational institutes, non-profit organizations, committees and centers, gifted individuals,
care centers, clubs and scientific centers. Donations will made at the beginning of the school year. Bi-weekly sorting will be conducted
by the committee.
Established by KACST as part of the national environment of innovation, the pioneering program supports technology-based concepts and promotes technological initiatives. The first incubator was launched at end of 2008 as the Badir CIT Incubator and was followed in 2010 by the Badir Advanced Manufacturing Incubator and the Biotechnology Incubator.
Two new incubators are currently undergoing a feasibility study, the Badir Nano Technology Incubator and the Badir Power Incubator. In 2011, KACST set up a validation system to ensure the quality of all Badir incubators.
During the next couple of years, KACST will support a further 11 technology incubators under the Badir Program. These incubators will be managed by other universities and institutions in the Kingdom, in order to establish a national network to be known as the Saudi Business Incubator Network. Based on the Kingdom's national incubator policy, some 80 technology incubators are expected by 2025.
The Cabinet approved the 9th Development Plan, for the Period 2010-2014, with an overall budget amounting to SR 1.4 Trillion. The plan has been executed at an important juncture in the Kingdom's development, notably after the significant achievements achieved across the board since the start of the 5-year plans just over 4 years ago. The 9th 5-year plan has required accelerating the march of development to keep up with the enormous changes to development and growth all over the world. The 9th Plan will continue the developmental approach followed by the Kingdom, which blends Government activity, direct planning and individual initiatives adopted by the private sector within its tracks and future vision, as specified by the Kingdom’s long-term strategic planning.
Laying out the Islamic world’s point of view on issues that have come to dominate the agenda of many international fora, the Interfaith and Intercultural Dialogue initiative was launched at an especially bleak moment, when the world was in need of international efforts to save itself from threats arising from increasing intolerance, racism and hostility towards its communities, as international relationships were under pressure and tensions rose to new levels.
The initiative grew out of three different conferences. The first was the World Islamic Conference for Interfaith Dialogue, held in Mecca in June, 2008. The second was the World Dialogue Conference, held in Madrid in July, 2008. The third was the high-level Interfaith, Cultures and Civilizationsmeeting held at UN HQ, in New York in November 2008. Following this series of meetings, deliberations took place to find a formula for implementingthe initiative in practical form.
Established in October 2011, the King Abdul Aziz World Center for Interfaith Dialogue is the incarnation of this formula. An expression of benevolence, the Center seeks to make the most out of the initiative and is a vehicle for sparking genuine dialogue at all levels, amongst the diversity of world cultures and civilizations.
To ensure its ability to effect change at the widest international level and to encourage research on dialogue and outstanding efforts in this area, the Center offers the King Abdullah bin Abul Aziz Award for Inter-civilization Dialogue and helped create a second initiative, the King Abdullah bin Abdul Aziz World Program for the Culture of Dialogue and Peace, which has been established under the aegis of UNESCO. This is simultaneously an expansion of the scope of the pioneering initiative and a boosting of the noble objectives it seeks to encourage and it signals the Kingdom’s contribution to global harmony and the promotion of the values of tolerance, dialogue and the culture of peace.
The Saudi Arabian government pays special attention to the educational sector and HRH King Abdullah always sought ways to boost the
sustainable development of human resources in the Kingdom. Amongst them was the initiative to create a foreign scholarship program. Under
royal decree MB/5387, dated 17/4/1426H, a five-year foreign scholarship program went into effect the same year. The program was extended for
a further 5-year period, with effect from 1431H.
The first group of students, male and female, was sent to the US. The program was then extended to include other countries that can offer advancement in disciplines need on the labor market.
The vision behind the program is to create the foundations of a knowledge economy by educating the most promising students to the
highest levels. Its mission is to raise the country’s human resources and competences to a level where they can effectively compete at the
world level and therefore serve as an important resource for Saudi universities and the public and private sectors.
NEA is established to facilitate in the delivery of consistent and cohesive service to citizens and support the more cost-effective delivery of e-Services by government. NEA supports the identification of re-usable components and services; Facilitates a basis for ICT investment optimization; and enables more cost-effective and timely delivery of e-Services through a repository of standards, principles, reference models, that assist in the design and delivery of business services to citizens.
The goals of NEA include:
- Unification and alignment of enterprise architecture related terminology and structure on a national level.
- Creation of National Technology Standards and Roadmaps for adoption.
- Establishing a list of Reusable Application Components.
- Establishing a list of Reusable Technology Components.
- Establishing a list of Shared Data Components.
This automated traffic management system covers the major cities of the kingdom and is composed of modules for operation, management, tracking,
guidance, monitoring and reporting. These various sub-systems are linked to control and command centers in eight cities across the Kingdom.
The purpose of the project is to improve the level of traffic safety, by utilizing the latest advances in Intelligent Transportation Systems (ITS) to safeguard
the traffic environment, enhance the efficiency of the existing road system, boost public security by using the most recent monitoring systems and ensure
accurate management of traffic systems.
The Saudi Digital Library is a pioneering project that emerged from the National E-education and Distant Learning Center. It provides for enhancement of the education process in Saudi Arabia through support of education and learning facilities in general, and e-education in particular, by ensuring that researcher’s requirements can be met.
Moreover, the Library augments skills and contributes to the building of a knowledge community, by saving of time and effort with respect to education, learning and research. It serves e-education by supporting e-courses through digital text-books that are valuable to both student and teacher.
The Library enhances and disseminates awareness and facilitates the exchange of knowledge and is comprised of more than 90,000 e-book titles by famous world publishers. Its full contents are accessible to students and university faculty and staff.
The comprehensive e-services system (Universal system) at the Saudi universities contributes to acceleration of the e-Government transition journey kingdom wide. The system is developed through strategic partnership between Ministry of Education and the e-Government Program (Yesser) in line with the e-Government plans in Saudi Arabia pursuant to relevant directives and legislations including Saudi Cabinet resolution # 40 dated 27/2/1427 H for Government implementation controls, Cabinet resolution # 252 dated 16/7/1431 for supporting and boosting the e-Government transition mechanism.
The universal system is a cloud computing system that contributes to supporting the e-Government transition journey at Ministry of Higher Education. It is designed to deliver automated and integrated e-services. Supported by a national database, the system serves Saudi public and private higher education institutions, students, faculty members, employees and other sectors. The system interlinks Saudi higher education institutions with each other and with the Ministry as well as interlinking the higher education sector to other government agencies. Virtual infrastructure is needed.
Summary of the universal system objectives:
- Enhancement and governance of the e-Government transition journey to ensure further boosting of the integration of efforts and optimum utilization of resources
- Activation of decision making tool across the higher education sector and at the national level
- Direct interlinking of services between Saudi higher education institutions and Ministry of Higher Education
- Exchange of data between the Ministry and higher education institutions
- Establishing the national database of the Saudi higher education institutions
- Establishing a portal of several sections that integrate and interact with each other
- Integration with the Ministry mailing system
- Establishing of Ministry/higher education institutions integrated control services
- Establishing of Ministry of integrated services between Ministry of Higher Education and other government agencies
The e-Government Center is designed to the highest technical and security specifications. It is responsible for conducting intermediate operations and all common e-applications, to facilitate the integration and transmission of data between government agencies and help streamline e-government service delivery. The Center is one of the projects under the supervision of the e-Government Program YESSER. It is one of the most important projects on which the program depends, functioning as the node to which the computer centers of various government agencies will gradually be linked, in accordance with the operational plan.
YESSER, the national e-Government program, has adopted mobile services to help take government agencies to the next phase of e-service development. Through Ma’ak, the mGovernment platform, YESSER aims to create the ideal environment for this type of service to flourish in Saudi Arabia. For More
The e-Training Caravan is an initiative spearheaded by the Ministry of Communication and Information Technology in partnership with other
government and private sector initiatives, aimed at ensuring that all segments of society are able to master IT and telecommunications technology.
Aimed at bridging the digital gap and raising individual awareness about the importance of telecommunications and IT, the initiative will focus on
rural regions and low-income sectors of society by offering basic, free-of-charge training in the field.
As it is directed at individuals and small and middle-sized enterprises all over the Kingdom, the initiative is envisioned as a way of raising the
country’s computer and digital literacy. Its targets include Primary and Preparatory school students, as well as rural inhabitants. Training takes place
in mobile classrooms equipped with all the necessary requirements, including training material and as well as the means of providing transport for
participants otherwise unable to reach classes. Ten-hour computer and Internet training programs are offered to each group of trainees over the
course of a week.
