Reference to Paragraph (1) of Article (15) of the Plant Quarantine Law of the Cooperation Council for the Arab States of the Gulf, which states the following: “No shipment is allowed to enter the country except under an import license and a phytosanitary certificate issued by the competent authority in the exporting country.” And based on the adoption of the conditions and controls for importing fresh vegetables and fruits into the Kingdom of Saudi Arabia issued by the decision of His Excellency the Minister of Environment, Water and Agriculture and based on Paragraph (A) of Item (Third) of the Import Licensing Guide, issued by the decision of His Excellency the Minister of Commerce No. (107), dated 7/4/1441 AH, which states the following: “All competent authorities must provide the Ministry of Commerce and Investment with new procedures or amendments related to import licenses after ensuring their agreement with the provisions of the import licensing agreement.
