In view of the high importance of emergency safety in public sites where human gatherings are located, and a significant impact on upgrading health care for the visitors of those sites, and in view of the importance of emergency safety in public sites, the Saudi Health Council, through its specialized committees, was briefed on the initiative advanced by the Saudi Red Crescent Authority ( Ambulatory safety requirements in public sites), reviewing local and international regulations, reviewing literature and scientific practices in this field, and it was concluded that there is a need for a system that obliges all parties where human gatherings are located to apply specific requirements that achieve the purpose of the system.
