Royal Decree

Riyadh - SPA

The Custodian of The Two Holy Mosques issued the following royal decree:

With due consideration of Islamic Shari'a objectives that provide for maintaining the
nation's religion, security, unity, affinity and elimination of disagreement, struggle
and dispute, decides:

Imprisonment penalty of minimum 3 years and maximum 20 years shall be imposed on any
person who commits any of the following actions:
1- Involves in fighting outside Saudi Arabia
2- Joins, adopts, supports, encourages, sympathizes with extremist and radical groups
that are classified locally, regionally and internationally as terrorist organizations.
If the violator is a military man, a penalty of minimum 5 years and maximum 25 years
imprisonment shall be inflicted on him.

A duly maintained and updated list of the above-mentioned groups shall be submitted for
approval by King Abdullah. Reports on cases of seizure, investigation and prosecution
shall be promptly submitted by ministry of interior to King Abdullah.
