Custodian of the Two Holy Mosques Chairs Cabinet s Session

Riyadh, SPA :

The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet s session at Al-Yamamah Palace in Riyadh on Monday afternoon.

 At the outset of the session, the Custodian of the Two Holy Mosques praised Allah Almighty for helping pilgrims to complete performance of their rituals in safety, comfort and tranquility in the holy sites and the Grand Holy Mosque in faithful and spiritual atmospheres accompanied by the provision of all services by agencies participating in the works of Hajj.

 The Custodian of the Two Holy Mosques expressed his thanks to and appreciation of Crown Prince Mohammed bin Naif bin Abdulaziz, Deputy Premier, Minister of Interior and Chairman of Supreme Hajj Committee, and to Prince Khalid Al-Faisal, Advisor to the Custodian of the Two Holy Mosques and Governor of Makkah Region, who is also Chairman of Hajj Central Committee, for the great works and noble efforts exerted by them, all officials, employees of government agencies and personnel of civil, military and national sectors that contributed to the distinguished success of Hajj season for this year 1437 AH, which embodied their devotion and dedication to be honored with these works.

 The Custodian of the Two Holy Mosques thanked Their Excellencies the leaders, senior Islamic figures, guests of the Custodian of the Two Holy Mosques, guests of government agencies and heads of Hajj missions and offices of pilgrims affairs for their expressions of appreciation during the annual reception held in Mina for the services being provided by the Kingdom of Saudi Arabia, Government and people for pilgrims.

 On the occasion of the Kingdom of Saudi Arabia s 86th National Day anniversary, the Cabinet praised Allah Almighty for the security and stability being enjoyed by the Kingdom, and the growth and prosperity being witnessed in all aspects of life, thanks to Allah Almighty and to late King Abdulaziz bin Abdulrahman Al Saud, May Allah bestow mercy upon his soul, who founded its entity on the application of Sharia and Prophetic Sunnah, the service of Islam and Muslims, the care for the Two Holy Mosques and pilgrims and on strengthening Islamic and Arab solidarity and international peace and security, praying to Allah Almighty to grant the best reward to the founder King and his sons after him, late Kings Saud, Faisal, Khalid, Fahd and Abdullah, May Allah bestow mercy upon their souls, for the accomplishments for the homeland that has been achieved during their eras, and to crown with success, help and grant the best reward to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud for his patronage, care and attention to the homeland, citizens, the two holy mosques and their visitors and the affairs of all Muslims, noting the national cohesion phenomena which was apparently revealed as different segments of the society have shown their support for their leadership and their adherence to the pillars on which this nation was built.

In a statement to the Saudi Press Agency following the meeting, Dr. Isam bin Saad bin Saeed, Minister of State and Member of the Cabinet, who is serving as Acting Minister of Culture and Information, said that the Cabinet commended the results of the visit of Crown Prince Mohammed bin Naif bin Abdulaziz, Deputy Premier and Minister of Interior, to the United States of America upon the directive of the Custodian of the Two Holy Mosques to head the Kingdom of Saudi Arabia's delegation participating in the 71th regular annual session of the General Assembly of the United Nations, his participation in the UN summit on refugees and migrants and his meetings with many leaders and officials of a number of sisterly and friendly countries.

 The Cabinet highlighted the confirmation made by the Crown Prince in the name of the Kingdom before the United Nations on the positions of the Kingdom in the fight against terrorism and contribution to achieving peace, security and stability, the Kingdom's efforts in this regard, starting from its participation in the foundation of the United Nations to achieve the noble objectives for which everyone is looking forward and its confirmation before the UN summit on refugees and migrants that its deals with the issue of refugees which is a result of ethnic conflicts, wars, disasters and disputes on the bases of Islamic religion's principles which call for peace and is keen to assist the needy, noting that the Kingdom has, since its foundation by late King Abdulaziz laid the foundations of humanitarian works and is continuing to play its humanitarian, political and economic role with a sense of responsibility and moderation and keenness on justice, the concepts which constitute the firm pillars of our country's international work.

 The Cabinet appreciated the order issued by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud to enroll male and female students studying now at their own expenses in the United States of America in the educational mission within the Custodian of the Two Holy Mosques Foreign Scholarship Program, who accomplished the hours allowed to join the membership of this educational mission, which was announced by the Crown Prince in New York, embodying the King's keenness to meet the needs of all citizens and accord attention to their affairs.

 The Cabinet was also briefed on a number of reports on the latest developments at Arab, regional and international arenas, welcoming the decision adopted by Arab Foreign Ministers at the conclusion of their 146th session recently held in Cairo on the developments of the situation in Yemen in addition to welcoming the Arab Foreign Ministers' resolution calling on United Nations Security Council to assume its full responsibilities in maintaining peace and security, relating to the escalation of military actions taking place in various parts of Syria.

The Cabinet expressed the Kingdom's denunciation and condemnation of the bombings and terrorist acts that took place in Kabul, east of the Republic of Turkey, Pakistan and in an Indian military base, north of Kashmir, resulting in the killing and wounding of dozens of innocent people, and expressed the Kingdom's condolences to the families of the victims in these countries, wishing the injured a speedy recovery.

 The Cabinet also commended the efforts of the competent security authorities and their success, thanks to Allah Almighty, to thwart terrorist operations which were about to be carried out by a terrorist network consisting of three cluster cells linked to terrorist ISIS "Daesh" organization, targeting the security of the Kingdom and its capabilities, as well as to thwart the smuggling of tons of narcotic substances and millions of prohibited pills subject to the regulation of medical trading by evil and criminal elements.

 Then, Dr. Isam bin Saad bin Saeed said that the Cabinet was briefed on issues listed on its agenda, including ones the Shura Council has co-participated in studying them. Accordingly, the Cabinet decided the following:

 First:

 The Cabinet authorized the Deputy Crown Prince, the Second Deputy Premier and Minister of Defense, or his deputy to discuss with the Mauritanian side a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Islamic Republic of Mauritania on cooperation in the military field, sign it and forward the final version, after having been signed, for completing legal procedures.

Upon recommendations submitted by the Minister of Civil Service, the Cabinet suspended granting, in the forthcoming Hijra year 1438 H., annual premiums or any financial increases given when contracts were renewed, extended or continue or when contracting was resumed regardless of the financial code against which the salary, wage or premium was withdrawn. What results from this measure should also follow, the Cabinet stated.

 The Cabinet cancelled the allowances, premiums and other financial privileges stated in Table (A) attached to this decision.

 The Cabinet amended the allowances, premiums and other financial privileges stated in Table (B) attached to this decision.

 The Cabinet suspended the allowances, premiums and other financial privileges stated in Table (C) attached to this decision. What results from the three measures above should also follow, the Cabinet stated.

 The highest limit of a premium to be reimbursed to a government official for his extra working hours should not exceed 25% of his basic salary for the days he was assigned to work and 50% of the official off-days or holidays.

 No official is to take more than a collection of 30 days of his secondment periods in the same financial year.

The transfer monthly allowance usually paid to an official on vacation is to be stopped.

 The above regulations will be applied on all personnel, Saudi civil and military or non-Saudis, who are covered by salaries, wages and premiums tables, including those who are on operation programs in all government bodies, including establishments and general commissions and funds. This also applies to the current organizations or those to be established in future.

 Within no more than 60 days from the issuance of this order, all government bodies and establishments, commissions and funds, should amend their regulations accordingly and forward their reports on what should be done.

 A leader of a government body, the human resources chief and the financial controller should each be in charge of implementing this decision.

 The General Bureau for Control and other control bodies will each be in charge of observing the implementation of this decision.

 An ad hoc committee, will be formed from representatives of the ministries of civil service, education and finance, to reconsider the educational profession regulation with the aim to achieve upgrading of performance and rationalizing the expenditure, with its outcomes to be forwarded to the Cabinet within 90 days.

 A similar military ad hoc committee, will be formed at the military service council secretariat with the participation of representatives of the ministries of civil service and finance, to propose the regulations for reimbursing anti-terror premium and prescribe the mechanisms for that, defining beneficiaries of it, provided that the amount to be allocated for the premium as a whole would not exceed that which was approved by the State's general budget. The committee should forward its outcomes to the Cabinet within 15 days.

 The above mentioned regulations could be reconsidered according to what might emerge but no annual premium or allowance or financial remuneration or privilege be granted afterwards unless the above was implemented.

 This decision, which includes all the details above, will go into effect from 30/12/1437 H.

 9 - Monthly bonuses added to the salary set out in the list of the staff and employees of General Organization of Social Insurance.

 10 - Monthly bonus provided for employees of the General Organization for Military Industries.

 11 - Allowance of the scarcity of specialization set out in the list of the General Authority for Tourism and National Heritage and the General Authority for Investment.

 12 - Bonus of standing committees paid against sessions during working hours of the organization covered by the Regulations for employees of the Saudi universities' members of teaching staff set out or those similar to them, in the list organizing affairs of training staff, at the General Organization for Technical and Vocational Training.

 13 - Bonus of academic qualification for officers and bonus of academic degrees to individuals.

 14 - Venerable works' bonus.

 15 - Appointment Allowance.

 16 - Allowance of deportation, for those who commissioned for a period or periods exceeding 90 consecutive days.

 17 - Allowance for employee staying over ended service to deliver what in his custody.

 18 - Computer Bonus.

 19 - Bonus for students during their work abroad.

 20 - Allowance for nature of work of the heads of the of notaries and notaries officers.

 21 - Additional bonus on promotion.

Table (b)

 Allowances, bonuses and financial advantages:

 1 - Nature of the work allowance.

 - Amendment:

 1 - allowance set out for jobs: Collector of revenues, secretary of warehouse, secretary in charge of medical warehouses and occupants of health functions, contacts warden, warden of financial house, secretary of financial house shall be 10% of the salary of first-class rank.

 2 - allowance set out for jobs: Director of hospitality division, Palace supervisor, hospitality supervisor, hospitality observer, head of the hospitality division, palace observer, Palace bailiff, hospitality warden, hospitality attendant shall be 15% of the salary of first-class rank.

 2. Training bonus for envoy at home, in a town which he does not work:

 - Amendment:

 - 50% reduction

 3 - allowance of linkage with employment market set out in the rules organizing coaching staff affairs, at the General Organization for Technical and Vocational Training market instead:

 Amendment:

 - the allowance shall be 10% of the salary.

 4 - allowance for workers in the field of social development centers:

 - Amendment:

 - the allowance shall be 20% of the salary.

 5 - Meteorology bonus for those working in the field of forecasting and meteorology:

 - Amendment:

 - the allowance shall be 20% of the salary.

Industrial Property Award, reimbursed for workers in public administration and industrial property, at King Abdulaziz City for Science and Technology:

 - Amendment:

 - the allowance is 15% of salary.

 7 - Air appointees' allowance on the ladder of public employees' salaries:

 - Amendment:

 - the maximum of the allowance shall be 25% of salary.

 8 - allowance of rotation of the appointees on the ladder of the General Authority for Tourism and National Heritage salaries:

 - Amendment:

 - the allowance shall be 5% of salary.

 9 - allowance of working in hospitals and psychiatric clinics, according to the Civil Service Council Resolution 366 dated on 14/11/1400 AH:

 - Amendment:

 1 - non-Saudis in terms of allowance imbursement shall be treated as the Saudis, under the list of health jobs.

 2 - allowance to be calculated for administrators, employees and workers on the basis of the salary of first-class rank.

 10. calculating the assignment or training days:

 - Amendment:

 - the period of assignment or training at home or abroad to one of the designated countries within the categories (c) and (b) in the table of classification of countries by diplomatic representation categories, one day prior to the beginning of the task and the day after, and in the case of assignment or training, in one of the countries classified as category (a) or category (high living standard) in a table ranking countries according to diplomatic representation categories, days within the period of the mission and two days prior and afterwards, shall be counted.

Allowance of deportation for those who are transferred from one country to another or sent to study, in a place away from his place of work the distance of being seconded or appointed from outside the kingdom:

 - Amendment:

 - The amount of the allowance (a month's salary)

 12. annual bonus payable in the first month of Ramadan for the employees covered by the Regulation and employees of GOSI is:

 - Amendment:

 - shall be (month's salary)

 13. Furtherance of private education:

 - Amendment:

 - the amount shall be (10% to 20%)

 14 - allowance of emerging universities:

 - Amendment:

 - universities which did not exceed more than eight years, are the only entitled to allowance imbursement.

 15 - housing allowance, which is paid to some employees of public institutions and organizations and funds, and workers on the terms and operation programs:

 - Amendment:

 - cash allowance paid to those receiving it - with the exception of doctors - shall be stopped, and similar premium form of those who are provided with housing (10%) shall be obtained from monthly salary for non furnished housing and (15%) for furnished housing shall be obtained.

 16 - allowance for practicing forensic:

 - Amendment:

 - allowance shall be of 15% and 25% and 30%, according to scale levels.

working allowance in hospitals and psychiatric clinics:

 - Amendment:

 - Allowance is reduced by 40%

 18 - work at isolated sections and hospitals of leprosy:

 - Amendment:

 - allowance is reduced by 40%

 19 - driving of an ambulance car allowance:

 - Amendment:

 - amount of the allowance shall be 300 riyals per month.

 20. allowance of supervision for the occupants of health jobs:

 - Amendment:

 - allowance for the heads for health departments and central laboratories shall be 2000 riyals in public hospitals and 4,000 riyals in the specialty and referral hospitals.

 21. allowance of preparedness and the transfer of luggage covered by Regulation of diplomatic jobs and the like:

 - Amendment:

 - The amount of the allowance shall be three months salary including representation allowance set for the mission transferred to or from as well.

 22. allowance of doing on behalf of the chief of mission:

 - Amendment:

 - allowance imbursement for working during the absence of the head of mission for more than (30) days, in a row.

 23. allowance of an additional representation of the Head of Mission in case of being a non resident ambassador in another country:

 - Amendment:

 - allowance of 15% for the allowance set out for the other state.

Reimbursement of representation allowance in the case provided for in paragraph (2) of Article (51) of the Regulations of diplomatic posts:

 - Amendment:

 - the maximum duration reimbursing of representation allowance shall not to exceed 6 months.

 25 - bonus for checking up concealment:

 - Amendment:

 - Salary bonus shall be at a maximum of two months.

Table (c)

 Allowances, bonuses and financial benefits

 1 allowance for rare specialties, covered by the Organization Regulations for employees of the Saudi universities' members of the teaching staff and the like, and the rules of the coaching staff at the General Organization for Technical and Vocational Training.

 2 bonus for excellence established for covered by the regulation for employees of the Saudi universities teaching staff members and the like, and the rules of the coaching staff at the General Organization for Technical and Vocational Training.

 3 incentive bonus for employees of public institutions and funds.

 4 allowance for the scarcity of jobs covered by the Regulation of health workers on terms and programs of employment and the like.

 5 allowance for excellence covered by Regulation health functions and personnel working on terms and programs of employment and the like.

 * A committee at the Ministry of Civil Service shall be formed with the participation of representatives from the Ministries of Finance, the civil service, economy and planning, to review allowances and bonuses occurred in this table, controls of its disbursement and propose its views, in this regard, and to be submitted within sixty days to the cabinet for consideration and take appropriate measures. The Committee, to perform its duties, may invite, whom it may stand in need to, of representatives of other relevant authorities.

First: approval of the amendment to the list of holidays as follows:

 1 - the amendment of Article (first) to be as the following text: employee shall be entitled to ordinary leave of thirty-six (36) days for each (year) for years of employment, with full pay according to the latest salary he received and he may be paid in advance if the duration of the leave, which he would have enjoyed is thirty (30 ) days or more.

 2 - amendment of Article (II) to be as the following text:

 1 - the employee shall enjoy regular leave within a period not to exceed sixty (60) days from the end of the year due, either for a single period or periods, each shall not be less than five (5) days, and there may be an exception to enjoy less of it provided not to be more than five ( 5) days a year, and if he does not apply for a regular vacation, he may lost the right to enjoy the remains.

 2 - the party that the employee belong to, when applied to enjoy a regular leave -shall enable him to enjoy it, and it may point to work requirements as follows:

 A - to postpone the start of enjoyment of normal leave for no more than thirty (30) days from the date specified by the employee in demand.

 B - transfer of no more than half of the entitled annual regular leave to the next year.

 3 - it may extend the regular leave from the date of completion.

 3 - amendment of Article (fifth) to be as the following text: "the employee deserves termination of service a cash allowance for the balance of regular vacations that could not be of enjoyment because of work requirements, plus what he deserves for the year or part of which his service ended during or at its end without enjoyment, calculated on the basis of the last salary he earned.

Amendment of Article (X) to be the following text: the employee who has no balance of regular leave, after the approval of his boss to be absent with full pay for emergency reasons at a maximum period of five (5) days during a financial year."

 Secondly, without prejudice to the provisions of Article (II) of the Regulations of leave, the employee must submit an application to enjoy his balance from the days of regular leave before the enforcement of this resolution and not to be less than 36 days per year, with the total during this year not to exceed (120 days), but if he does not apply to enjoy the minimum during the year, his tally automatically lose (36) days, and the department may point to the employee postponement of the start of the enjoyment, according to business requirements - including no more than three (3) months from the date set out on the request, and if there is need for an exception from the rule of this item, it may be submitted for the benefit of the work, to the royal court.

 Third: compensate the employee for the tally of the days of regular leave before entry into force of this decision, according to the following:

 1 - If his service ended due to death or disability of health, he shall be compensated for the entire balance.

 2 - If his service ended for any other reason, he shall be compensated for no more than one hundred and eighty (180) days of the balance, including the due tally in accordance with Article (fifth) of the list of modified leaves, under this resolution.

 Fourth, all government agencies, including other public institutions and organizations, funds and other persons with other public artificial - respectively - shall modify provisions relating to regular employees vacations in accordance with the principles and basis of this resolution, and submit what entails taking legal action in its regard , in a period not exceeding sixty days from the date of issue.

 Fifth:

 1 - Reducing the duration of annual leave of the minister, the likes in rank and equivalents: to be thirty-six days instead of forty-two days.

 2 - compensate minister, the likes in rank and appointee at the excellent rank, or equivalent: of their balance days of subsequent annual vacations to the issuance of this decision, with no more than (90) days.

 Sixth: This decision shall entre into force as of 01/01/1438 AH.

First, the maximum of what borne by the government department of the consequential benefits to secure fixed and mobile phones to state officials, contained in paragraph (2) of clause (I) of the rules governing official phones, coming as well as in items (I) and (ii) of the rules for securing the official mobile phone service, shall be the amount of (1000) riyals per month, for all phones.

 Second: This decision to enter into force on 01/01/1438 AH.

 1 - all government ministries and departments shall Prepare statements that includes a record of all vacant posts in non-core business, which has a vacancy of more than (three) years or out of main business for more than (six) years, for the rank (X) or below, or equivalent in all functional grades which allocations are reimbursed from the general treasury of the state, including the functions of the operating items and what is certified in accordance with the scale of institutions and bodies and funds with special regulations.

2 - Sending data prepared by it in accordance with paragraph (1) of this decision to the Ministry of Finance - within a period not exceeding thirty days from the date of issuance of this decision - to check their content by a committee to be formed for this purpose by representatives of the ministries of finance, civil service and economy and planning as well as the ministry or the government agency concerned, provided that their ranks shall be not less rank (XIV) or its equivalent. The committee shall prepare a monthly report of the jobs that it recommends not to be filled, taking into account the non-severance of the job series of the basic activity of the department in each organizational unit. Within a period not exceeding ninety days from the date of its formation, the committee shall submit it findings to the Minister of Finance for the purpose of adoption.

 3 - Stopping appointment or contracting for all actually vacant jobs, items and programs in all job ranks that obtain their allocations from the general treasury of the state until the end of the current fiscal year and this shall be replaced with the use of manpower excess in other government agencies through a recycling program. In case of the emergence of an urgent and necessary need dictated by an actual job need for appointment or contracting for some jobs, the matter shall be submitted to the king after clarifying the rationale for it for guidance in the matter. The Council of Ministers shall consider the continuation of this after the state budget release.

 4 - Not contracting with or renewing or extending the contracts of non-Saudis in the non-basic activity until the end of the current fiscal year. continuation of this shall be consider after the state budget release.

The Cabinet approved appointment and transfer, at the 15th and 14th ranks, as follows:

 1 - appointment of Saleh bin Ali bin Mohammed Al-Luhaidan as agricultural adviser) at the Ministry of Environment, Water and Agriculture.

 2 - appointment of Abdullah bin Ali bin Saleh al-Quraishi as (Director General of the General Secretariat of the Council of Ministers) at the fifteenth rank, at the Secretariat General of the Council of Ministers.

 3 - appointment of Khalid bin Mohammed bin Abdulaziz Al-Hamed as (management consultant) at 14th rank, at the Ministry of Interior.

 4 - transfer of Mohammed bin Said bin Abdullah Al-Hajari from (Governor of Abu Arish), at the fourteenth rank, class A, to (Assistant undersecretary of the emirate) at the same rank, at the emirate of Jazan region.

 5 - appointment of Najib bin Mahmud bin Nasser Bedaiwi as (Director General of the Ministry branch in the Western Region), at the Ministry of Economy and Planning.

 6 - appointment of Eng. Ibrahim bin Saleh bin Ali Al-Zamil as (Director General of Administration and Finance), at the 14th rank, at the Mayor Office, in Riyadh region.

 The Cabinet was also briefed on a number of general topics on its agenda, including the minutes of the (103) meeting of the Extraordinary Committee on Financial and Economic Cooperation of the Gulf Cooperation Council (GCC), the annual report of the Ministry of Commerce and Industry (formerly), on a previous fiscal year and the Council has taken note as stated on the above-mentioned reports and directed to take appropriate measures, in their regards.
