Custodian of the Two Holy Mosques Chairs Cabinet's Session

Riyadh, SPA:
The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Yamamah Palace in Riyadh on Tuesday afternoon.
At the outset of the session, the King briefed the Cabinet on the results of his talks with President Joko Widodo of the Republic of Indonesia, and the two messages received from King Mohammed VI of the Kingdom of Morocco and President Isaias Afwerk of the State of Eritrea.
The Minister of Media Turki bin Abdullah Al-Shabanah said in a statement to the Saudi Press Agency following the session that the Cabinet reviewed a number of reports on various issues and latest developments at Arab, regional and international arenas, pointing to the King's directives to concerned authorities in the Kingdom to provide a package of humanitarian assistance to the Sudanese people, consisting of petroleum derivatives, wheat and medicines, confirming the keenness of the Kingdom under the leadership of the Custodian of the Two Holy Mosques, on contributing to alleviate the sufferings of the Sudanese people, stand by them to overcome all circumstances and difficulties and achieve security and stability for Sudan.
The Cabinet reiterated the Kingdom's support for the Sudanese people's view of their future and actions taken by the Transitional Military Council in the interests of the Sudanese people, and its support for steps announced by the Council in preserving lives and properties.
The Cabinet appreciated the commending by President Dr. Arif Alvi of the Islamic Republic of Pakistan, during the opening ceremony of the International Conference "The Message of Islam", which was organized by the Assembly of Pakistan Scholars' Council at its fourth session, of brotherly relations between the Kingdom and Pakistan, as a force that stems from joint religious and cultural values that are a source of strength for the entire Islamic nation and contribute to the support and stability of the region. In this context, the Cabinet praised the granting of the "Certificate of Global Influential Figure" to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince, Deputy Prime Minister and Minister of Defense, as the most influential figure in the world. It also appreciated granting HRH Crown Prince the shield of thanks and appreciation from the Assembly of Pakistan Scholars' Council, handed over by the President of Pakistan, in recognition of HRH Crown Prince's great efforts and continuous works to serve Islam and defend Muslim issues and his initiatives to promote international security and peace.
he Minister said that the Cabinet commended the convening of Yemen's House of Representatives in the city of Sayoun, describing it a step and confirmation of the determination of the Yemeni people to regain their state, their keenness on unity and adherence to the national pillars to achieve security and stability, isolate the Houthis and work with global parliaments and civil organizations to unveil their crimes and the humanitarian and social disasters caused by the Iranian-backed Houthis.
The Cabinet addressed a number of activities held during the week, lauding the convening of the 8th International Exhibition and Conference on Higher Education, organized by Ministry of Education titled "Transforming Saudi Universities in an Era of Change", under the patronage of the Custodian of the Two Holy Mosques. In addition, the Cabinet also praised the final communique of the International Conference organized by the Organization of Islamic Cooperation and Naif Arab University for Security Sciences titled "The Role of Education in the Prevention of Terrorism and Extremism".
The Cabinet issued the following decisions:
First:
The Cabinet authorized the Minister of the Interior, or his deputy, to discuss with the Ethiopian side a draft security cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of Federal Democratic Republic of Ethiopia, sign it and forward the final version for further authentication.
Second:
The Cabinet authorized the Executive Chairman of Saudi Food and Drug Authority (SFDA), or his deputy, to discuss with the Bahraini side a draft memorandum of understanding between the SFDA and the National Health Regulatory Authority (NHRA) of the Kingdom of Bahrain on cooperation in the field of pharmaceuticals, medical appliances and products and clinical studies, sign it and forward the final version for further authentication.
Third:
The Cabinet authorized the Minister of Commerce and Investment, who chairs the Board of Directors the General Investment Authority, or his deputy, to discuss with the Iraqi side a draft agreement between the Kingdom of Saudi Arabia and the Republic of Iraq on the encouragement and mutual protection of investments, sign it and forward the final version for further authentication.
Fourth:
The Cabinet authorized the Minister of Education, or his deputy, to discuss with the Iraqi side a draft memorandum of understanding on cooperation in the field of education between the Ministry of Education of the Kingdom of Saudi Arabia and the Ministry of Education of the Republic of Iraq, sign it and forward the final version for further authentication.
Fifth:
The Cabinet approved a memorandum of understanding on technical cooperation between the Human Rights Commission of the Kingdom of Saudi Arabia and the Monitoring and Control of Human Trafficking Bureau, an affiliate of the State Department of the United States of America.
Sixth:
The Cabinet approved the Public Investment Fund system.
Seventh:
The Cabinet recognized the official travel document (passport) developed by the INTERPOL for employees performing official duties related to their job.
Eighth:
The Cabinet approved the organization of the Saudi Center for Economic Business.
Ninth:
The Cabinet approved the plan to establish the "National Centre for Waste Management" and approve its organization.
Tenth:
The Cabinet approved to grant the Board of Directors of the General Authority of Zakat and Tax (GAZT) the power to pay motivational allowances for non-GAZT personnel, who come up to disclose violations of the GAZT regulations. Relevent regulation should be set by the authority.
Eleventh:
The Cabinet approved an establishment of "National Centre for Developing Non-profit Sector" which enjoys an artificial personality and an administrative and financial independence and is linked to the Prime Minister. This center aims to activate the role of non-profit organizations, expand them in the developmental fields, integrate the governmental efforts in providing permits for those organizations, tighten a financial, administrative and technical control over the sector and increase coordination and support.
The Cabinet approved promotions to 15th and 14th ranks, as follows:
1 - Abdullah bin Ali Al-Midaimig to the post of Undersecretary at the Principality of Jazan Region (15th rank).
2 - Dr. Issa bin Abdulrahman bin Mohammed Al-Issa to the post of Security Counselor, at the Ministry of Interior (15th rank).
3 - Adel bin Abdullah bin Abdulrahman Al-Yusuf to the post of Civil Service Counselor, at the Ministry of Civil Service (15th rank).
4 - Fahd bin Abdulaziz bin Zaid Al-Zimami to the post of Director General of Administrative and Financial Affairs, at the University of Imam Abdulrahman bin Faisal (15th rank).
5 - Abdullah bin Yahya bin Mohammed Al-Qahtani to the post of Administrative Counselor, at the Directorate General of the Border Guards (14th rank).
6 - Eng. Abdullah bin Abdulrahman bin Abdullah Al-Ghamdi to the post of Director General of Projects' Department, at the Ministry of Justice (14th rank).
7 - Khalid bin Abdulaziz bin Mohammed Al-Dikhail to the post of Director General of Human Resources, at the Presidency General of Promoting Virtue and Prohibiting Vice (14th rank).
8- Khalid bin Mohammed bin Ahmed to the post of Director General of the Office of the Secretary General of the Cabinet, at the Secretariat General of the Cabinet (14th rank).
The Cabinet reviewed other issues on its agenda and instructed appropriate recommendations, in their regard.
