Jeddah, SPA: The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, chaired the Cabinet session held on Tuesday at Al-Salam Palace in Jeddah.
At the outset of the session, the Cabinet expressed welcome of the leaders of the member states of the Arab League Council coming to participate in the 32nd meeting at the summit level, which will be hosted by the Kingdom next Friday, based on its keenness to sustain joint cooperation at all levels, praying to Allah Almighty to make the works of this summit a success.
The Cabinet dealt with the latest political developments in the region and the world, especially the developments of the initiative to resolve the crisis in Sudan, in light of what was reached during the preliminary talks between representatives of the Armed Forces and the Rapid Support regarding the agreement to commit to protecting civilians. The Cabinet underlined the Kingdom's commitment to continuing its efforts until Sudan and its brotherly people enjoy security and peace.
In a statement to the Saudi Press Agency (SPA), Minister of Media Salman bin Yousef Al-Dosari said that the Cabinet touched on the Kingdom of Saudi Arabia's interest in fostering relations with various countries and pushing them to broader horizons through the exchange of visits and meetings, as well as forging bridges with multilateral organizations to increase the effectiveness of teamwork and coordination on issues of common interest.
In this context, the Cabinet praised the Kingdom's participation in the 9th Summit of Heads of State and/or Government of the Association of Caribbean States (ACS) in the Republic of Guatemala, highlighting the Kingdom's affirmation, during the meetings on the sidelines of the summit, of its keenness on strengthening the bonds of friendship and cooperation with the countries of ACS and its commitment to work with international partners to achieve sustainable development goals by 2030.
The Cabinet reviewed the outcomes of the annual meetings of the Islamic Development Bank Group, which were held in Jeddah and highlighted the Kingdom of Saudi Arabia's contributions to launching several regional and international initiatives that aim at supporting economic recovery and addressing development challenges, including endeavors to enhance food security and tackle debts of needy countries.
The minister said that the Cabinet commended the tangible results of the anti-drug security campaign in combating the activities of criminal networks and attempts to promote narcotics and prevent smuggling into the Kingdom to protect citizens and preserve the country's gains.
The Cabinet was briefed on several issues on its agenda and issued the following decisions:
First:
Approving a memorandum of understanding for cooperation in the cultural field between the Ministry of Culture of the Kingdom of Saudi Arabia and the Ministry of Youth, Culture and Communication of the Kingdom of Morocco.
Second:
Approving a memorandum of cooperation in the housing field between the Ministry of Municipal, Rural Affairs and Housing of the Kingdom of Saudi Arabia and the Ministry of Land, Infrastructure, Transport and Tourism of Japan.
Third:
Authorizing the Minister of Finance -- or his deputy -- to discuss with the Turkish side a draft memorandum of understanding between the Ministry of Finance of the Kingdom of Saudi Arabia and the Ministry of Finance and Treasury of the Republic of Türkiye to enhance cooperation in the financial fields.
Fourth:
Approving a memorandum of understanding for cooperation in the tourism field between the Ministry of Tourism of the Kingdom of Saudi Arabia and the Ministry of Tourism and International Transport of the Government of Barbados.
Fifth:
Approving a memorandum of understanding for cooperation in the tourism sector between the Ministry of Tourism of the Kingdom of Saudi Arabia and the Ministry of Tourism, Investment and Aviation of the Commonwealth of the Bahamas.
Sixth:
Authorizing the Minister of Investment -- or his deputy -- to hold talks with the Kenyan side regarding a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Kenya for cooperation in encouraging direct investment.
Seventh:
Approving an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Tajikistan on mutual encouragement and protection of investments.
Eighth:
Authorizing the Minister of Investment --or his deputy-- to discuss with the Romanian side a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of Romania for cooperation in encouraging direct investment.
Ninth:
Authorizing the Minister of Economy and Planning --or his deputy-- to hold talks with the Spanish side regarding a draft memorandum of understanding for cooperation in the economic field between the Ministry of Economy and Planning of the Kingdom of Saudi Arabia and the Ministry of Economic Affairs and Digital Transformation of the Kingdom of Spain.
Tenth:
Authorizing the Minister of Transport and Logistic Services and Chairman of the Board of Directors of the General Authority of Civil Aviation --or his deputy-- to sign a draft agreement in the field of air transport services between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Mali.
Eleventh:
Approving a memorandum of understanding between the Presidency of State Security of the Kingdom of Saudi Arabia and the General Directorate for Territorial Surveillance of the Kingdom of Morocco in counterterrorism and terrorism financing.
Twelfth:
Approving a memorandum of understanding for cooperation and news exchange between the Saudi Press Agency (SPA) and Uzbekistan National News Agency (UzA).
Thirteenth:
Amending the organizational arrangements for King Abdulaziz Quality Award, issued by the Council of Ministers Resolution No. 354, dated 6/27/1442 AH, as stated in the resolution.
Fourteenth:
Transferring the competence to issue licenses for the teaching and educational consultancy profession from the Ministry of Commerce to the Ministry of Education.
Fifteenth:
Appointing Abdullah bin Saud Al-Rumaih and Fawzan bin Mohamed Al-Fawzan, who are most interested in the activities of enterprises, as members of the Board of Directors of the Small and Medium Enterprises General Authority.
Sixteenth:
Renewing the membership of Dr. Waleed bin Ahmed Al-Shalfan and Dr. Talaat bin Hasan Habib in the Board of Directors of the National Center for Waste Management (MWAN) and appointing Dr. Omar bin Ghazi Al-Attas as a member of the Center, in their capacity as specialists and experienced members.
Seventeenth:
Approving the application of health insurance for domestic workers and the like, whose number exceeds four, by the rules set by a committee formed under the chairmanship of the Council of Health Insurance and with the membership of several entities.
Eighteenth:
Approving the final accounts of King Abdulaziz City for Science and Technology, the General Authority for Statistics, and the Education and Training Evaluation Commission, for previous fiscal years.
Nineteenth:
Approving promotions for the fifteenth and fourteenth ranks.
