Riyadh, SPA:
The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Yamamah Palace in Riyadh on Monday afternoon.
At the outset of the session, the King briefed the Cabinet on the outcomes of his meetings with former Chancellor of Germany and Honorary President of German Near and Middle East Association Gerhard Schroeder, the Speaker of House of Representatives of Supreme Assembly of Republic of Tajikistan Shukurjon Zuhurov and Counterterrorism Coordinator in the European Union Gilles de Kerchove.
The Minister of Culture and Information Dr. Adel bin Zaid Altoraifi said in a statement to Saudi Press Agency following the session that the Cabinet was briefed on reports on the developments of events at the international arena, expressing its congratulations to President Donald Trump of the United States of America on the occasion of swearing the oath and assuming the presidency of the United States of
America, commending deep relations between the Kingdom and the United States of America and their keenness on enhancing them in various fields to serve the common interests of the two countries and their peoples.
The Cabinet welcomed the statement issued by the extraordinary meeting of the Council of Foreign Ministers of Member States of Organization of Islamic Cooperation in Malaysian capital Kuala Lumpur on the situation of Muslim minority Rohingya in Myanmar, and its confirmation of absolute condemnation of all illegitimate settlement activities being practiced by Israel in the occupied Palestinian territories,
emphasis on the centralization of Al-Quds holy city, and rejection of all attempts that undermine the Palestinians' right for the full sovereignty over the city of Al-Quds, as the capital of the State of Palestine.
Minister Dr. Altoraifi said that the Cabinet renewed the Kingdom's condemnation and denunciation of the bombing targeted a market in northwest Pakistan and the attack targeted an army's camp in northeastern Mali resulted in dozens of the dead and wounded, offering condolences to the Governments of sisterly Republics and peoples of Pakistan and Mali, wishing the injured a speedy recovery.
The Cabinet expressed its highly appreciation to security agencies for carrying out their missions in the fight against terrorism, destruction of its hideouts, cells and elements and the weakening of resources on which terrorists depend in preparing their criminal plans so as to destabilize the security of the homeland and its stability, commending in this context, the security achievement made recently by the security authorities in raiding two hideouts of a terrorist cell simultaneously in Jeddah governorate and their ability to arrest one of the wanted involved in terrorist activities in Qatif targeting the lives of innocent people, creating chaos and sabotage of public utilities and disturbing public order.
Minister Dr. Altoraifi further said that the Cabinet was briefed on the subjects on its agenda and decided the following:
First:
The Cabinet authorized the Minister of Foreign Affairs - or his deputy - to discuss with the Latvian side a draft memorandum of understanding on the political consultations between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and its counterpart of the Republic of Latvia, sign it and submit the final version to complete the legal procedures.
Second:
After reviewing the report of the Minister of Commerce and Investment and the Shura Council's decision No. (180/66) dated 01/03/1438 H., the Cabinet approved the memorandum of understanding for cooperation in the field of trade and industry between the Ministry of Commerce and Investment in the Kingdom of Saudi Arabia and the Ministry of Trade and External Economic Relations in (Turkmenistan), signed in Riyadh on 24/07/1437 AH.
A royal decree has been prepared in this regard.
Third:
After reviewing the report of the Minister of Education and the Shura Council's decision No. (167/64) dated 28/02/1438 H., the Cabinet approved the memorandum of scientific and educational cooperation between the Ministry of Education of the Kingdom of Saudi Arabia and the Ministry of Education of the Republic of Belarus, signed in the city (Minsk) dated 13/08/1437 AH.
A royal decree has been prepared in this regard.
Fourth:
The Cabinet authorized the Minister of Labor and Social Development - or his deputy - to discuss with the Algerian side a draft memorandum of understanding in the field of social development between the Ministry of Labor and Social Development of the Kingdom of Saudi Arabia and the Ministry of National Solidarity, Family and Women's Affairs of the Algerian People's Democratic Republic, sign it and submit the final version to complete the legal procedures.
Fifth:
After reviewing the report of the President of King Abdulaziz City for Science and Technology and the Shura Council's decision No. (176/65) dated 29/02/1438 H., the Cabinet decided the following:
1 - Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the People's Republic of China for cooperation in the field of science and technology.
2 - Approval of a memorandum of understanding between the King Abdulaziz City for Science and Technology of the Kingdom of Saudi Arabia and the Office of Satellite Navigation of the People's Republic of China for cooperation in the field of satellite navigation.
A royal decree has been prepared in this regard.
Sixth:
The Cabinet approved that Northern Border University shall sign a draft memorandum of understanding for academic cooperation between the Northern Border University of the Kingdom of Saudi Arabia and Boston College of the United States of America and submit the final version to complete the legal procedures.
Seventh:
After reviewing the report of Minister of Commerce and Investment and Chairman of Estate Contributions Commission and the recommendation of the Council of Economic Affairs and Development, the Cabinet decided that the Commission shall submit its semi-annual reports on its activities according to the Cabinet's decision No. (130) dated on 05/07/1429 AH to the Council of Economic Affairs and Development to consider them and propose its directives in this regard.
Eighth:
After reviewing the report of Minister of Housing and the recommendation of the Council of Economic Affairs and Development No. (13-16 / 38 / d) dated on 13/03/1438 AH, the Cabinet approved the establishment of Estate General Commission.
Ninth:
The Cabinet approved the appointment of Princess AlBandari bint Abdulrahman bin Faisal bin Abdulaziz Al Saud and Princess Madhawi bint Musaed bin Abdulaziz Al Saud, members of the Board of Directors of Social Charity Fund.
Tenth:
The Cabinet approved the application of Saudi Building Code system.
A royal decree has been prepared in this regard.
Eleventh :
The Cabinet approved the memorandum of understanding between the regulators of financial markets in Gulf Cooperation Council (GCC) for Arab States signed in Qatar on 12/02/1436 AH.

Twelfth :
The Cabinet approved promoting Saud bin Nassar bin Ateq Al-Hazmi to the post of Administrative Advisor (rank 15th) at the Ministry of Culture and Information.
The Cabinet was briefed on a number of topics on its agenda including the outcome of the 6th Ministerial Meeting of Ministry of Health of the Kingdom of Saudi Arabia and Department of Health in Great Britain and Northern Ireland, and views of Ministry of Economy and Planning and Ministry of Labour and Social Development on all economic repercussions of labor market reforms in the Kingdom, and issued its directives towards them.
