Minister of Labor formed  a job localization committee to tackle Saudization issues. The committee will recommend penalties against employers violating localization instructions. Penalties may inlcude temporary or permanent suspension of recruitment, temporary or permanent suspension of transfer of services, temporary or permanent non-renewal of residence permits, temporary or permanent ban on bidding in government tenders, temporary or permanent ban on credit facilities, temporary or permanent ban on government aid. The committee shall recommend precentage of Saudization and identify professions that shall be occupied solely by Saudi citizens.
