Ministry of Civil Service revised promotion rules for public service positions. According to existing rule, part of the years of experience are removed from the candidate's service record  of a candidate to a senior job to offset lack of the minimum qualifications required for that job. The revised rule is deemed inconsistent with the increasing job responsibilities and requirements.
