- The indexing certificate shall be issued during publication having an International Standard Number of Periodicals and Registration Number, then handed over to the beneficiary.
- The publisher, author or printer should be Saudi citizen.
- An initial clearance from the Ministry of Culture and Information (Once Printing Permit) valid for one year, any write-off or amendment must be approved (this is not required for government agencies).
