- Fill out the form and attach the required documents.
- The receptionist should check the transaction then transfer it to the indexer.
- The indexer shall index the subject and include it in the registration and numbering programme.
- The indexing certificate shall be issued during publication having International Standard Number of Periodicals and Registration Number, then handed over to the beneficiary.
- A copy of the subject index or a summary.
- Initial clearance from the Ministry of Culture and Information (Once Printing Permit) valid for one year, any write-off or amendment must be approved (this is not required for government agencies).
