Permit allows provision of mobile phone services on aircraft in airspace of KSA, including purchase and operation of equipment, a service that allows passengers inside an aircraft to use their mobile phones with GSM1800 system to communicate via small cells (Pico Cells) installed inside the aircraft. Whereas, these cells are connected to satellite communication system that allows the users to connect with terrestrial networks when crossing airspace of KSA. Whereas, frequencies are used as an unprotected secondary use, and no one is allowed to provide this service at heights less than 10,000 (ten thousand feet, nor is allowed to provide thereof in case planes are stopped inside Saudi airports; noted that this service is not provided in case planes stop inside Saudi airports.

تمكن هذه الخدمة وكلاء أجهزة الاتصالات اللاسلكية بتسجيل بيانات المستخدمين وربطها بالأجهزة المفسوحة مسبقا (فسح تسويق) لطلب إصدار بطاقة تسجل الجهاز (رخصة الجهاز) عند بيع الجهاز للمستخدم، بحيث يتم ربط بيانات حامل الرخصة ببيانات الجهاز.
